Most often, we are represented by other people in our dreams. Whatever qualities you see in yourself that you identify with your sister would be represented as your sister in your dreams.
With that said, you have to look at what eyes mean to you. Most often, people connect eyes with sight, paths, or windows to the soul. When it comes to the anatomy of the eye, the pupil controls how much light is allowed in to the eye for us to see.
A possible meaning of your dream is that whatever part of yourself that you connect with your sister maybe having some light shed on it. Maybe you're just recognizing this quality in yourself and will be making a choice to work on it.
Of course, this is based on what the eye, people and the pupil mean to me in *my* mind. Remember that our dreams are our mind's language and we don't all speak the same language....
