personally I would say a combination of both. Our life experiences form who we become, and in some cases we can be genetically predisposed to certain traits(I.E. alchoholism).

Biological determinism is possibly one perspective that I might be hinting at, i.e. the Machiavellian point of view. Another possibility is the view presented in Mutual Aid by Kropotkin.

That's up for the individual to decide on an arbitrary level. Is there a beginning? Is there an end? Or has it always been? It all depends from what junction you analyze and interpret the situation, i.e. invigilate the concept and its implications in the process of transformation.
